Jordan SILVA CONIN

Graduating with a Master’s degree in Environmental Law from the Universities of Paris I Panthéon-Sorbonne and Paris II, as well as a Certificate in “Foundations of Public Law” from the University of Paris II, Jordan has been a lawyer since 2024.

He joined CORAL AVOCATS in January 2024, initially as a trainee lawyer and later as a legal advisor.

Prior to this, he worked at the Administrative Court of Versailles, at the French National Assembly as a parliamentary attaché, and at the France-Vietnam Chamber of Commerce and Industry.

Jordan advises and assists public and private entities, mainly in the fields of public procurement and general public law.

Manon DE LAFORCADE

Manon graduated from the Master 1 Droit pénal et Sciences Criminelles of the University Paris II Panthéon-Assas, and the Master 2 Pénologie from the University Lyon III Jean Moulin, and is a member of the Paris Bar since 2024.

She joined CORAL AVOCATS after previous professionnal experiences in various criminal law firms, notably working alongside the Vice-Bâtonnier of Lyon and the Vice-Bâtonnier of the Hauts-de-Seine.

She has previously worked alongside the President of the Bobigny Juvenile Court.

Manon advises and assists individuals and legal entities before French Courts in the fields of criminal law, white collar crime, and environmental criminal law.

Environmental law

CORAL AVOCATS’ lawyers have an extensive expertise in all areas of environmental law, including industrial environmental law (ICPE, water, waste and extended producer responsibility), biodiversity protection, natural and technological risks, climate change, air pollution, CSR, HSE, sustainable development and duty of care. They also specialize in energy and mining law (wind, solar, geothermal, methanization, lithium, etc.).

For our customers, we have developed expertise in the field of polluted sites and soils, energy saving certificates (CEE), extended producer responsibility in the building sector (PMCB) and packaging, as well as reuse (excavated soil transfer contracts, procedures for removing waste status, etc.).

They have also developed specific know-how by combining the expertise of our partners, at the crossroads of environmental law and public procurement law, town planning law and criminal law. This combined expertise enables them, for example, to assist local authorities in drafting tender documents incorporating environmental performance criteria, or to measure the criminal risk attached to the activities of companies in the industrial sector against the yardstick of environmental regulations.

They help their customers to secure their activities and take into account the related environmental risks, as well as to identify the actions they can take to protect and enhance their economic and environmental value by applying environmental regulations.

They mobilize all their knowledge and skills to support their customers – businesses, representatives of civil society and local authorities – in these areas, both in advisory and litigation capacities.

Finally, they give lectures and speak at numerous conferences in France and abroad, and publish articles in specialized journals and books on various environmental law topics. They also offer training courses for elected representatives and professionals (waste, ICPE, ecological damage, REP PMCB, greenwashing, etc.). These activities contribute to their in-depth knowledge of developments in environmental law, and enable them to keep abreast of the latest legal developments on behalf of their clients.

Public law

CORAL AVOCATS’ lawyers provide services in all areas of public law.

In the field of public procurement law, they support their customers in defining and negotiating the contractual arrangements best suited to their needs. They also help them manage procurement procedures and resolve any performance issues they may encounter (claims, acceptance, guarantees, etc.). Their expertise covers the award and execution of public and private contracts.

Their support includes issues of property law, and more specifically public domain law, particularly when their public or private clients wish to develop this domain with a view to carrying out an economic or public interest activity.

They are also involved in town planning law, inparticular to assist their customers with projects requiring the issue of town planning authorization(s) (building permits, preliminary declarations, development permits, demolition permits, connection requests, etc.) or with the preparation and evolution of town planning documents (PLU/PLUi, SCoT, etc.).

The regular practice of these three branches of law has led CORAL AVOCATS’ lawyers to develop expertise in construction law (challenging builders’ liability) and insurance law.

Criminal law

Gautier GUARINO

A graduate of the Master 2 Droit Public des Affaires at the Panthéon-Sorbon faculty and the Institut de Droit Public des Affaires (IDPA), Gautier has been a lawyer since 2019.

He joined the law firm ALMA Avocats in September 2020 after a first professional experience in a public law and environmental law firm.

He had previously worked for the Conseil d’Etat, a major public company and French and international law firms.

Gautier advises and assists public and private entities, mainly in the field of public procurement and general public law. He also runs training courses in public law.

Meryem DEFFAIRI

Member of the Paris Bar since 2009, Meryem DEFFAIRI became a Doctor of Public Law in 2013 from Université Paris 1 Panthéon-Sorbonne, defending a thesis entitled “La patrimonialisation en droit de l’environnement” on the legal status of environmental assets, published in 2015 by Editions IRJS. For this thesis, she was awarded the Chancellerie Georges Ripert prize, as well as a special prize from the French Society for Environmental Law.

She is graduated from Université Paris 1 Panthéon-Sorbonne (Master I and II in Environmental Law) as well as from Madrid Université Complutense (Licenciatura en derecho).

Meryem DEFFAIRI works with a wide range of public and private entities in industrial environmental law (ICPE, waste, water, etc.), energy law, mining law, biodiversity protection law, natural and technological risk law, urban planning law and general administrative law.

She is a frequent speaker at conferences in France and abroad (South Korea, Argentina, Brazil), and regularly publishes articles in specialized journals and books. Her most recent articles are devoted to environmental litigation, information sectors on polluted sites, air pollution and the protection and development of wetlands. Since 2007, Meryem DEFFAIRI teaches at the Université Paris I Panthéon-Sorbonne, the Ecole Nationale des Ponts et Chaussées and the Université Paris II Panthéon-Assas. As part of her teaching activities, she has lectured in administrative law, general public law, tort law, town planning law and environmental law. She is currently pursuing her academic career as a lecturer, and provides training for a variety of institutions (ENM continuing education courses, CCI, etc.).

Élise SÉRÉGÉ

Elise is gratuated form Université Panthéon-Assas (Masters 2 Droit Public Approfondi and Droit International Public) ans as well as from the Institut de Droit Public des Affaires (IDPA). Elise is a member of the Paris Bar since 2019.

She joined the law firm ALMA Avocats in January 2018 as a trainee lawyer before becoming one of its associates.

She had previously worked for the Paris Administrative Court and French law firms.

Élise advises and assists public and private entities, mainly in the fields of public procurement and urban planning law. She also runs training courses in public law.

Marion GREGOIRE

Marion GREGOIRE was admitted to the Paris Bar in 2005.

After being introduced to criminal law by Maître Henri LECLERC, Marion GREGOIRE became an associate of the Paris office of DLA PIPER in Paris, then worked with Maître Hervé TEMIME on white collar crime cases.

Marion GREGOIRE founded her firm in 2011 before joining forces with Maître Sébastien SCHAPIRA.

Marion GREGOIRE pleads on behalf of individuals and corporate entities before French criminal courts.

In recent years, she has been involved in a number of high-profile cases (including Angolagate, Asbestos, Cahuzac, Virus and the Pandora Papers).

In 2023, Marion GREGOIRE decided to join CORAL AVOCATS in order to bring her expertise to the defense of public and private institutional clients, particularly in environmental criminal law.

Marion GREGOIRE specializes in criminal law, white collar crime, environmental criminal law and business litigation.

Marion GREGOIRE is a graduate of the New York University School of Law (NYU) and holds a Master in Contracts Law from the Université Paris Panthéon Sorbonne.

She also taught criminal procedure at the University of Paris II Assas as part of the preparation for the entrance exam to the Ecole Nationale de la Magistrature.

Marion GREGOIRE is a member of the Cercle Interprofessionnel du Droit de l’Environnement (CIDDE), the Climate Justice Commission of the Association Paris Place de Droit, the Association Des Avocats Pénalistes (ADAP) and the Association Internationale des Jeunes Avocats (AIJA).

Antoine ALONSO GARCIA

Attracted by the public sector, Antoine ALONSO GARCIA decided to join a firm dedicated exclusively to the public sector straight from university. This first professional experience has enabled him to grasp the specific nature of the issues facing public authorities, and to appreciate the need to provide solutions that are necessarily operational.

His entrepreneurial spirit led him to set up his own law firm in 2007. Antoine ALONSO GARCIA was thus able to forge closer ties with colleagues who shared the same vision of the legal profession, based on listening, sharing and rigorous application of the rule of law. CORAL Avocats was born of this encounter. It also gave him the opportunity to discover the business world and support the competitive sector in the management of public projects.

Antoine ALONSO GARCIA’s practice focuses on public-sector projects, both for public-sector clients (managing the awarding and performance of contracts) and for companies (responding to calls for tender, managing performance disputes). This intensive involvement in public projects has naturally led him to develop expertise in construction law (public and private) and insurance law.

His background in public affairs also enables him to maintain a high level of activity in administrative liability cases (public works damage litigation), administrative policing and the development of public authority property.

His desire to share his vision of public law has also led him to develop a significant teaching and training activity. For the past eight years, he has taught the law course at the Ecole des Ponts et Chaussées. He also runs numerous training courses in public procurement law and administrative liability law.

Lastly, Antoine ALONSO GARCIA is the author of numerous articles on public procurement law, including a booklet in the juris-classeur “Contrat et marchés publics”.

He has the French title of Specialist in public law.
